Most provinces and territories in Canada can nominate immigrants through the Provincial Nominee Program (PNP). For example, in a program stream, provinces and territories may target students, business people, skilled workers or semi-skilled workers in accordance with the demand.
With the past and current trend, in order to receive Invitation to Apply the candidate must have 450 or more CRS points in the Express Entry Pool, many foreign nationals are realizing that if they want any chance of getting drawn out of the Express Entry pool, they are going to need a valid job offer from a Canadian employer to support their Express Entry application. A candidate with Provincial or Territorial Nomination Certificate received directly from the province or territory or through an employment with the Canadian employer in the subject province or territory can earn 600 points, considered more than enough to receive an Invitation to apply (ITA) in the Express Entry System.

A qualifying job offer definitely improves a candidate’s potential of receiving an Invitation to Apply (ITA) very fast. Securing a job offer from an employer in Canada can be beneficial when planning to immigrate to Canada. Many Provincial or Territorial Nominee Programs (PNP) streams require a job offer, while the candidate can earn 600 points with Provincial/Territorial Nomination Certificate. a job offer is also advantageous to candidates for Federal Skilled Workers Program, under Express Entry System , the applicants can earn a total of 50 points for a valid job offer in a NOC 0, A or B occupations and 200 points for a valid job offer in a NOC 00 occupations.
Atlantic Immigration Pilot Program is also an Employer-driven program, with significant involvement from the designated employers in the Atlantic provinces namely New Brunswick, Newfoundland and Labrador, Nova Scotia and Prince Edward Island (PEI) party to the program. Once the designated employer finds a suitable candidate who meets their employment needs and the program criteria, that employer will first need to offer a job to the candidate. For this program the employers do not need to go through the process of obtaining a Labor Market Impact Assessment (LMIA) but instead to get the Provincial Endorsement. The applicants do not need to be in the same occupation as past jobs. However, must meet employment requirements. If the candidate accepts the job offer, the employer will then apply for provincial endorsement and connect the candidate with a designated Settlement Service provider organization for a needs assessments and developing a settlement plan. The Employers will also support the long term integration of the new immigrant and his/her family
